清雍正四年（1726年）析靖州直隶州天柱县往属贵州（省）黎平府置，治长沙府（今湖南长沙市）。（1）领有长沙、衡州、永州、宝庆、辰州、常德、岳州府，郴、靖直隶州。雍正七年增领永顺府（从辰州府分出）、澧州直隶州（从岳州府分出）后又领沅州直隶州（从辰州府分出，乾隆时又升为府）、桂阳直隶州（从衡州府分出）。嘉庆时增领乾州直隶厅（从辰州府分出）、凤凰直隶厅（从辰州府分出）、永绥直隶厅（从辰州府分出），后又增领晃州直隶厅（从沅州府分出）。光绪时增领南州直隶厅（从岳州府分出）。（2）1913年废府，省领县。（3）
