隋开皇三年（583年），废晋寿郡、新巴郡、平兴郡、宋熙郡，利州辖县九：兴安县（开皇十八年改为绵谷县）、益昌县、义城县、晋安县（开皇十八年改为葭萌县）、恩金县、岐坪县、平兴县（开皇十八年改为景谷县）、鱼盘县、嘉川县①。大业三年（607年）改为义城郡②。

②《通典》卷176《州郡6》利州：“后魏立益州，世号为小益州。梁曰黎州。西魏复曰益州，寻改为利州。后周亦为晋寿郡。隋初郡废，焬帝初置义城郡。大唐为利州，或为益昌郡”。",
