隋开皇三年（583年），废普安郡、黄原郡、北阴平郡、潼川郡、安都郡，始州辖县：普安县、永归县、胡原县（开皇七年改为临津县）、黄安县、阴平县、武连县、安寿县①。大业三年（607年），改为普安郡②。
①《元和郡县志》卷34《剑南道》阴平县：“本汉梓潼县地。宋明帝泰始中于此置北阴平郡并县。隋开皇三年罢郡，以县属始州。皇朝初因之，后改入剑州”。《北周地理志》卷3《剑南》始州条，普安郡领普安县、永归县、胡原县，黄原郡领黄安县、茂陵县，安都郡领武连县，第285-290页。段案：茂陵县于开皇三年裁。《隋书》卷29《地理上》梓潼县：“旧曰安寿，西魏置潼川郡。开皇初郡废。大业初县改名焉”，第823页。
②《元和郡县志》卷34《剑南道》剑州条：“后魏废帝二年，先下安州，始通巴蜀，故改安州为始州。隋大业三年罢始州为普安郡。武徳元年复为始州。先天二年改为剑州，取剑阁为名也”。",
