五代后晋天福七年（942年）改真定府置。⑴治真定县（今河北正定县驻地正定镇）。后汉改名镇州，⑵并以赵州元氏、栾城二县来属，⑶辖境扩大。

⑴《五代会要》卷24：“镇州。晋天福七年正月，改为顺国军节度，改常山为恒山郡，应军额馆驿带常山名者，并改为恒山，以安重荣叛命初平故也。至汉天福十二年八月，却并复为成德军。”
