隋开皇十六年（596年）析洺州置。⑴治龙冈县（今河北邢台市市区）。辖龙冈、南和、任县、平乡、沙河、青山等县。⑵大业二年（606年），巨鹿、内丘、柏仁等县来属，辖境扩大；同时废青山县、任县。

按：据《隋书?地理志》正文邢州辖龙冈、南和、平乡、沙河、巨鹿、内丘、柏仁等县；注文有开皇十六年置青山县、任县，据《元和志》此两县均属邢州。又据《元和志》第426页言开皇十六年割龙冈等三县置邢州；第428页言开皇十六年分龙冈县置沙河县，当亦属邢州；第428页言平乡县属邢州，第429页言南和县属邢州。则是开皇十六年析洺州龙冈、平乡、南和三县置邢州，同时析置沙河、青山、任县三县，邢州共领六县。
