汉元帝竟宁元年（前33年）封。⑴治所在今河北柏乡县柏乡镇西南。⑵属巨鹿郡。⑶新莽时免。⑷

⑵嘉庆《清一统志》卷51：“柏鄉故城，在今柏鄉縣西南。漢置。元帝竟寧元年，封趙哀王子買為侯邑。後漢縣廢而城存。晉太元九年，趙郡人趙栗起兵柏鄉，以應苻丕將郃興，即故縣也。隋復置。《元和志》：縣北至趙州六十一里。隋於漢鄗城南十八里改置，遙取古柏鄉為名。《舊唐書?地理志》：漢柏鄉城在今縣西南十七里，後廢。隋於今治彭水之陽復置。”（第9页）
