汉高帝六年（公元前201年）置（1）。治今江苏宝应县西南南闸尾附近（2）。属东阳郡，元狩二年（公元前121年）属广陵郡，六年（公元前117年）属广陵国（3）。新莽元凤元年（14年）改为杜乡县，属江平郡（1）。
注：
（1）《汉书》卷28《地理志下》广陵国领有平安县（北京，中华书局，1962年，6册，1638页）。周振鹤《西汉政区地理》第二章《吴国沿革》：“高帝六年，以故韩信楚国淮东地之东阳、鄣郡、吴郡置荆国封刘贾。”其附地图高帝六——十一年荆国及高帝十二年——景帝二年吴国图，东阳郡有平安县（北京，人民出版社，1987年，34页）据此平安县之设置，当在汉高帝六年。
（2）清《嘉庆一统志》卷97《扬州府·古迹》：“安宜旧县，在宝应县西南，汉置平安县。”（《四部丛刊续编》，商务印书馆，1934年，32册，2页）《中国历史地图集》第二册《西汉图》定点在今宝应县西南南闸尾附近（北京，中国地图出版社，1982年，19——20页）今从。
（3）周振鹤《西汉政区地理》第二章《吴国沿革》，北京，中华书局，1987年，34、38——39页。
（4）谭其骧《新莽职方考》，《长水集》上册，1987年，68页。其文又云：元始五年（5年）始分界凡十二州，”并稍增置郡县，迄于天凤元年（14年），总有郡一百二十五，今可考者一百一十六。县二千二百三，今可考者一千五百八十五。”（同上书，48页）则当在新莽元凤元年（14年）改制。",
