唐武德五年（622年）置，属高州（1）。治所即今广东省茂名市（2）。贞观元年（627年）改属南宕州，八年属潘州，永徽元年（650年）省入毛山县（3）。

（1），《旧唐书》卷41?岭南道?潘州：“隋合浦郡之定川县。武德四年，置南宕州，领南昌、定川、陆川、思城、温水、宕川六县，治南昌县。贞观六年移治定川。八年改为潘州，仍废思城县。天宝元年，改为南潘郡。干元元年，复为潘州也。”旧领县五，天宝后领县三：茂名，州所治。南巴，隋废县，武德五年置。“潘水，以县水为名，武德五年分置也。”（北京，中华书局，1975年，5册，1742页）。
（2），《读史方舆纪要》卷104?广东?高州府；“潘水废县，在府西北百二十里。”（北京，中华书局，1955年，5册，4292页）。《嘉庆一统志》卷448?高州府?古迹?潘水废县：“在茂名县南。…县志，废县在县南一百里。”（《四部丛刊续编》，商务印书馆，1934年，168册）。按：两书所载潘水县相差二百余里，当有误。又按：潘水县以潘水得名。潘水又当以出潘山得名。潘山，据《舆地纪胜》、《一统志》在茂名县东一里至三十五里一带山脉，则潘水县也当在茂名县东数十里之内。今姑据《一统志》定潘水县于茂名县南，即今广东省茂名市。
（3），《唐书》卷43上?地理7：“潘州南潘郡，本南宕州南巴郡，武德四年以合浦郡之南昌、定川置。本治南昌，贞观元年徙治定川，八年更名，后徙治茂名。后废，地入高州。永徽元年复以茂名、南巴、毛山三县置。”“县三：茂名，本隶高州，以茂名水的名，贞观元年来属。潘水，武德五年置，以潘水名，又析南昌、定川置陆川、思城、温水、宕川四县，贞观八年省思城，后以定川、宕川隶牢州，陆川、温水隶禺州，后省南昌，二十三年析潘水置毛山县，以毛山名，其后省潘水县（入毛山），开元二年改毛山曰潘水。南巴，本隶高州，武德五年置，永徽元年来属。”（北京，中华书局，1975年，4册，1098页）。‘其后省潘水县’，作永徽元年省潘水县入毛山县。",
