隋开皇十年（590年），以番禺县改置，为广州治，仁寿元年（601年）改为番州治（1）。大业三年（607年）为南海郡治，唐武德四年（621年）复为广州治（2）。治所即今广东省广州市（3）。五代南汉乾亨元年（917年）析为咸宁、常康二县（4）。

（1），《隋书》卷31?地理下：“南海郡，旧置广州，梁陈并置都督府。平陈，置总管府。仁寿元年置番州，大业初府废。统县十五”首县“南海，旧置南海郡。平陈，郡废；又分置番禺县，寻废入焉。大业初置郡。”（北京，中华书局，1973年，3册，880-881页）。
《元和郡县图志》卷34?岭南道?广州?南海县：“本含番禺县之地，属南海郡，隋开皇十年分其地置南海县，属广州。”（北京，中华书局，1983年，下册，887页）。
（2），《元和郡县图志》卷34?岭南道?广州：秦并天下置南海郡。秦末赵佗窃据，汉武帝定南越，属交趾。献帝末孙权交州刺史迁交州于番禺，孙皓（按：孙休之误）分置广州，理番禺。交州迁理龙编。“隋开皇九年平陈，于广州置总管府，仁寿元年改广州为番州，大业三年罢番州为南海郡。隋末陷贼，武德四年讨平萧铣，复为广州。”管县十三，首县即为南海。（北京，中华书局，1983年，下册，885-886页）。
（3），《元和郡县图志》卷34?岭南道1?广州?南海县：“番山，在县东南三里。禺山，在县西南一里，尉佗葬于此。”番禺县：“本秦旧县，故城在今县西南二里。县有番、禺二山，因以为名。或言置在番山之隅。”（北京，中华书局，1983年，下册，887-888页）。《嘉庆一统志》卷441?广州府?古迹：“番禺故城，今南海县治。秦置。”（《四部丛刊续编》，商务印书馆，1934年，164册）。据牛平汉《清代政区沿革综表》广东省广州府：南海县“治所今址：广东省广州市。”（中国地图出版社，1990年，274页）。
（4），《太平寰宇记》卷157?广州?南海县：“广州伪命日，析南海郡为常康、咸宁二县及永丰、重合二场。皇朝平南越，开宝六年并二县、二场，依旧为南海县，并废番禺县入。”（金陵书局，光绪八年刊本，28册。）
光绪五年《广州府志》卷6?广州府沿革表?南汉：“兴王府，[注]高祖乾亨元年改广州为兴王府，领县十三：咸宁，[注]旧为南海，乾亨元年分咸宁、常康二县。”（台湾，成文出版社《中国方志丛书》第1号，110页）。",
