秦县。⑴治所在今湖南常德市武陵区城区。⑵为黔中郡治。汉属长沙国。文帝后元七年（前157年）属长沙郡。景帝二年（前115年）属长沙国。约宣帝元康后，属武陵郡。⑶新莽天凤元年（公元14年）改名监元县。⑷
⑴史念海《秦县考》：“临沅，《水经?沅水注》：‘沅水又东迳临沅县南。……本楚之黔中郡矣。秦昭襄王二十七年使司马错以陇蜀军攻楚，楚割汉北与秦，至三十年，秦又取楚巫黔中及江南为黔中郡’。则临沅固楚秦之黔中郡治矣。《清一统志》三六五：‘临沅故城在（常德府）武陵县西’。”（《禹贡》半月刊，第七卷，第六七合期，第308页）
⑵《读史方舆纪要》卷80《湖广六》：“临沅城，在府治东，一名张若城。《地记》：秦昭王三十年，使白起伐楚，起定黔中，留其将张若守之，若因筑此城以拒楚。”
⑶⑶《汉书》卷53《长沙定王传》：“子剌王建德嗣，宣帝时坐猎纵火燔民九十六家，杀二人，又以县官事怨内史，教人诬告以弃罪，削八县，罢中尉官。”（北京，中华书局，第8册，第2427页）
周振鹤：《西汉政区地理》第10章《长沙国沿革》：“宣帝时，剌王建德有罪削八县（《汉书?长沙定王传》）。此八县史籍不详其名，估计削于元康元年之后。因为《汉志》南郡高城侯国与长沙国之间尚隔着武陵郡的索、孱陵、临沅三县，长沙国不能越此三县而有高城，故可推测大约在分封高城侯国后，三县方削入武陵。另外五县推测为：华容、州陵、艾县、耒阳、便县。华容与州陵《汉志》皆南郡属县，纬度与高城差不多，《汉书?诸侯王表?序》云：‘波汉之阳，亘九嶷，为长沙。’华容、州陵二县地颇近汉水，或可与波阳之阳冥合；艾县志属豫章郡，在长沙王子侯国建成以西北，建成既本长沙地，艾县亦可能原属长沙；耒阳与便县地望在阴山侯国之南，而该侯国至元帝时才别属桂阳（详下），因此，耒阳和便县必定在阴山侯国之前已先属桂阳。”（北京，人民出版社，第124页—125页）又：“宣帝中，得长沙国削三县：临沅、索县、孱陵。”（第128页）
据此，暂定在西汉昭帝元康之后的神爵元年（公元前61年），待详考。
