宋泰始七年（471年）置，属越州（1）。领杜罗、金安、蒙、廖简、留城。郡治杜罗县，治所在今广东省阳西县塘口镇。辖境相当今广东省阳西县（2）。隋开皇十年（590年）郡废，杜罗县改为永宁县，属高州（3）。

（1），《南齐书》卷14?越州：“镇临漳郡，本合浦北界也。宋泰始中，西江督护陈伯绍猎北地，…启立为越州。七年，始置百梁、陇苏、永宁、安昌、富昌、南流六郡。”“永宁郡：杜罗、金安、蒙、廖简、留城。”（中华书局，1972年，1册，267、268页）。按：永宁郡为宋泰始七年析合浦北地所置六郡之一，位置当在博白、廉江二县境内。但《一统志》谓在阳江县西，姑从之。存疑。
（2），据所领县故址及其后政区变迁和《一统志》广东各县沿革，辖境相当今广东省阳西县。
（3），《隋书》卷31?地理下：“高凉郡，梁置高州。”统县九，首县“高凉：旧置高凉郡。平陈废，大业初复置。”杜原县：“旧曰杜陵。梁置杜陵郡，又有永宁、宋康二郡。平陈，并废为县。十八年改杜陵曰杜原，宋康曰义康。大业二年二县并废入杜原。”（北京，中华书局，1973年，3册，882页）。作梁天监元年（502年），析置杜陵郡。",
