齐建元元年（479年）置（1）。领宋和、宁单、高兴、威成、夫罗、南安、归安、陈莲、高城、新建等县。郡治高兴县，治所即今广东省化州县。辖境相当今广东省化州县、吴川县（2）。隋开皇十年（590年）废属高州（3）。

（1），《宋书》卷38?州郡志四?广州刺史?高凉太守：“二汉有高凉县，属合浦，汉献帝建安二十三年（据《校勘记》，当为二十五年之误），吴分立，治思平县，不知何时徙。吴又立高熙郡，太康中省并高凉，宋世又经立，寻省。”（北京，中华书局，1974年，4册，1197页）。
按：《宋书》“吴又立高熙郡，太康中省并高凉，宋世又经立，寻省。”此高熙郡实为高兴郡之误。故作武帝太康十年废高兴郡入高凉郡。“宋世又经立，寻省”，不作处理。
《南齐书》卷14?越州?高兴郡：“宋和、宁单、高兴、威成、夫罗、南安、归安、陈莲、高城、新建。”（中华书局，1972年，1册，269页）。作齐建元元年（479年）置。
