王莽天凤元年（14年），以合浦郡更名（1）。领徐闻，高凉，临允，朱卢，合浦，临允等县。郡治合浦县，治所即今广西浦北县南旧州村。辖境主体在广西，其广东部分北界为高明、云浮、罗定、信宜诸县的南界，东界以台山县西界为界，并横贯鹤山县中部，西界广西十万大山及今国界，南界包括雷州半岛（2）。更始元年（23年），复名合浦郡（3）。
