隋开皇十年（590年），以阳山郡改置（1）。领含洭一县。州治含洭县，治所即今广东省英德县含洸镇。辖境相当今广东省英德县西部境域（2）。开皇十六年（596年），析循州浈阳县来属，境域扩大。开皇二十年（600年）州废，属县改隶广州（3）。
