齐建元元年（479年）置（1）。领希平、观宁、臻安、宋平、绥南、封陵等县。郡治熙平县，治所即今广东省连山壮族瑶族自治县东北太保镇。辖境相当今广东省连南县和连山县（2）。隋开皇十年（590年）废入连州（3）。

（1），《南齐书》卷14?广州?齐乐郡，领县六：“希平、观宁、臻安、宋平、绥南、封陵”。（北京，中华书局，1972年，1册，265页）。《隋书》卷31?熙平郡：“平陈，置连州，统县九：桂阳，梁置阳山郡，平陈郡废，大业初置熙平郡。”熙平县：“旧置齐乐郡，平陈，郡废。”（北京，中华书局，1973年，3册，896页）。作齐建元元年置齐乐郡，设希平县为郡治。
