唐天宝元年（742年），以潘州改名（1）。领茂名、南巴、毛山三县。州治茂名县，治所即今广东省高州县。辖境相当今广东省高州县西南部和茂名市以及吴川县鉴江以东地区，电白县霞洞、麻岗一线以西地区（2）。乾元元年（758年），复为潘州（3）。

（1），《旧唐书》卷41?岭南道?潘州：“隋合浦郡之定川县。武德四年，置南宕州，领南昌、定川、陆川、思城、温水、宕川六县，治南昌县。贞观六年移治定川。八年改为潘州，仍废思城县。天宝元年，改为南潘郡。乾元元年，复为潘州也。”旧领县五，天宝后领县三：茂名，州所治。（北京，中华书局，1975年，5册，1742页）。
