明洪武十三年（1380年）罢中书省，以所领直隶六部（1），析临濠府光州还属河南行省汝宁府（2），治应天府（今江苏南京市），以应天、凤阳、淮安、扬州、苏州、松江、常州、镇江、庐州、安庆、太平、池州、宁国、徽州等府及广德州、和州直隶六部。十四年十一月（1381年），析嘉兴、湖州二府隶属浙江布政使司（3）。
