隋开皇九年（589）平陈，改巴州置。治巴陵县（今湖南岳阳市城区）。辖巴陵、安南、安乐、罗4县。⑴开皇十二年（592），废玉州，湘阴县来属，辖境扩大。大业初，改名罗州。⑵

按：据《隋书》卷3《炀帝本纪上》：大业三年四月“壬辰，改州为郡。”（北京，中华书局，1973年汪绍楹等校点本，1册，67页）则《元和志》云大业三年改岳州为罗州有误。现以大业元年（605）为改名之时间。",
