隋开皇九年（589年）平陈，改南豫州为宣州。领宣城、泾、南陵、绥安四县，①治宣城。②开皇十二年（592年）分溧阳县地置永世县，属宣州，州境扩大。大业三年（607年）改为宣城郡。③
①《隋书》卷31《地理志下》：“宣城郡，旧置南豫州。平陈，改为宣州。统县六：……宣城，旧曰宛陵，置宣城郡。平陈，郡废，仍并怀安、宁国、当涂、逡遒四县入焉。大业初置郡。……泾，平陈，省安吴、南阳二县入焉。……南陵，梁置，并置南陵郡，陈置北江州。平陈，州郡并废，并所管石城、临城、定陵、故冶、南陵五县入焉。秋浦，旧曰石城。平陈废，开皇十九年置，改名焉。永世，平陈废，开皇十二年又置。……绥安，旧曰石封，平陈，改名焉。梁末立大梁郡，又改为陈留。平陈，郡废，省大德、故鄣、安吉、原乡县入焉。”（第3册，877页）则知开皇九年平陈时，宣州仅领四县，然此四县地域广大。宣城县包有陈怀安、宁国、逡遒三县地，当涂县另属蒋州。泾县包有陈安吴、南阳二县地，南陵县包有陈石城、临城、定陵、故冶、秋浦五县地（《寰宇记》卷105池州贵池：“开皇十九年分南陵县置秋浦县。”）绥安县包有陈大德、故鄣、安吉、原乡四县地。
