唐武德七年（624年）于丹阳郡於潜县置潜州，州治於潜县（今浙江临安市于潜镇）领於潜、临水二县。①於潜即今县（含后分之昌化），临水即临安。其时潜州辖境即今临安市。八年（625年）废潜州，省临水，於潜改属杭州。②
①、②《旧唐书》卷40《地理志三》：杭州“於潜，汉县，属丹阳郡。武德七年置潜州，领於潜、临水二县。八年废潜州及临水县，於潜还杭州。”（第5册，1589页）《新唐书》卷41《地理志五》：杭州“於潜，武德七年以县置潜州，并置临水县。八年州废，省临水，以於潜来属。”（第4册，1060页）",
