唐贞元元年（785年）徙置。治辰州（今湖南沅陵县）。领辰、溆（叙）、锦、奖、溪……等州。（1）三年（787年）复徙治黔州。（2）

（1）《新唐书》卷69《方镇表六》大历十二年（777年）：“置黔州经略招讨观察使，领黔、施、夷、辰、思、费、溆（叙）、播、南、溱、珍、锦十二州，治黔州。”又贞元元年（785年）：“黔州观察使徙治辰州（今湖南沅陵县）。增领奖、溪二州。”（北京，中华书局，1975年，6册，1939、1940页）按：黔州观察使当领黔……辰、溆（叙）、锦、奖、溪等州。又据《旧唐书》卷12《德宗纪上》贞元二年三月：“乙巳，以司农卿李模为黔中观察使。”北京，中华书局，1975年，2册，352页）当黔州观察使又作黔中观察使。
