唐广德二年（764年）置。治衡州（今湖南衡阳市）。领有衡、潭、邵、永、道五州。（1）大历四年（769年）迁治潭州（今湖南长沙市）。（2）

（1）《新唐书》卷69《方镇表六》广德二年（764年）：“湖南都团练守捉观察处置使，治衡州（今湖南衡阳市）。领衡、潭、邵、永、道五州。”（北京，中华书局，1975年，6册，1937页）而郁贤皓《唐刺史考全编》卷174《澧州（澧阳郡）》崔瓘（崔灌）：“《旧书?代宗纪》：大历四年‘秋七月已巳，以澧州刺史崔瓘为潭州刺史、湖南都团练观察使’。又见两《唐书》本传，《元龟》卷673。《全文》卷413常衮有《授崔瓘自澧州刺史除湖南观察使制》。又卷498权德舆《唐故江南西道都团练观察处置等使中散大夫使持节都督洪州诸军事守洪州刺史兼御史中丞赠左散骑常侍崔公神道碑铭并序》：‘烈考灌（瓘），再为澧州、潭州刺史，以御史中丞领湖南观察使。’”（安徽大学出版社，2000年，4册，2508页）按：当湖南都团练守捉观察处置使，即湖南都团练观察使，也作湖南观察使，现作湖南观察使。
